Statement by John Maduko, M.D., President, CT State Community College

Professors Freeman and Van Dermark, thank you for your advocacy regarding the challenges at Asnuntuck Community College. To start, I want to clarify that CT State and our legacy community colleges prioritize the safety and health of our students, employees, and visitors. We leverage all available resources and personnel to expedite the facility, HVAC, and safety needs. When our students and employees are in need, we drop everything to identify and assess the problem, determine the solutions, mobilize personnel, secure funding to support the work, and, in partnership with our employees and students, ensure our communication is clear, accurate, timely, and empathetic to the needs of our community.

I was on the Asnuntuck campus earlier in the week to attend its all-campus meeting and I met with union and shared governance representatives, and faculty and staff. I acknowledged the pain, frustration, and demands for stability. I thanked them for not mincing words with me.

I support the leadership and efforts of Asnuntuck’s CEO, Dr. Michelle Coach. In partnership with Dr. Coach, the CT State central office, and Keith Epstein, CSCU’s Vice President for Facilities, Real Estate & Infrastructure Planning — this is our focus.

Effective immediately, CT State approved Asnuntuck Community College to hire an HVAC staff person to provide expertise and capacity. In the meantime, we have secured a new vendor, Beacon, to provide service to Asnuntuck’s HVAC systems. The vendor will have a contractor on-site to address any HVAC issues. We are also working with the Connecticut Dept. of Construction Services to contract with an engineer to assess all mechanical systems: HVAC, Electrical, Plumbing, and Fire Suppression.

Dr. Coach and CT State’s central administration have had ongoing discussions to bring on these resources in recognition of the concerns voiced by our employees. We have invested approximately $2 million to correct mold and mildew issues within the HVAC system. There is currently $700,000 of additional equipment on order, with another $300,000 investment planned to resolve the problems in the boiler room and gas odors in the welding lab.

In addition, my expectations for ACC are: weekly updates to the campus community on all progress; establishment of an online repository to share all updates/inspection reports/repairs/installations to the public; and that all external vendors will check in with campus administration. Their work will be monitored to verify progress and to enable contingency planning to ensure instructional and student support is not disrupted.

To our Asnuntuck students, you represent our “Why,” and your education, training, and support are paramount to all members of our community colleges. Your faculty and staff and everyone across this system care about you. ACC Campus staff and faculty will ensure students can complete their outstanding assignments, projects, and competency assessments to avoid a negative impact on pending employment opportunities.

Project BI-CTC-614 Auditorium Water Infiltration Project: All State Construction has been awarded the contract and is awaiting PO approval. Construction is anticipated to begin on May 15 and should be completed by June 30.    

Modern Mechanical will replace the heat exchanger in the welding roof top unit #1 in June.    

PerfecTemp is working on multiple projects:    

  • Investigating the heating issue in Room 155D.   
  • Fixing the blower issue in Room 155B.   
  • Investigating the controls issue in Room 136B. 
  • Looking at Room 125 because it is very warm.

Lambert Lawn Care began lawn care services.

Perfectemp performed the chiller start-up in building 2.  FYI: This means we have air conditioning on campus now.

Joseph Roethel appraised the property for System Office for insurance coverage. 

Steve Longo conducted a pre-bid walkthrough for project BI-CTC-661, Make-up Air Unit heater for the welding shop. 3 potential bidders attended.

Shaffer-Beacon performed the chiller start-up of building 1.

Thursday, 04/18/2024:

Shaffer Beacon began the quarterly filter changes for building 1.

Friday, 04/19/2024:

Shaffer Beacon continued quarterly filter changes in building 1.

Kinsley Power System serviced Generator 1 and 2.  Parts are still on order for generator 3.

Clearwater Industries performed our monthly service to test glycol levels in the heating system and change the filter in our filtration system.

Tuesday, 04/02/2024:

Modern Mechanical discussed noise levels at the dust collector in Lab 142-A and provide a review of components and training on that unit. The new laser printer exhaust in Lab 142 was tested and accepted.

Modern Mechanical was also on campus with its sheet metal and electrical subcontractors to review work needed to complete Phase 3B Energy Recovery Units in several areas around the first floor.  They also met with SNE Controls to walk through Manufacturing Suite 139, to review the scope of work to convert the old Mitsubishi controller to a new updated SNE Control system.

Wednesday, 04/03/2024:

Calvert Lock installed the locks on the new doors for the ADA restrooms in the Southwest Lobby.

Adform Interiors worked on punch list items.

Thursday, 04/04/2024:

Adform Interiors worked on punch list items.

Roto Rooter water-jetted old drain lines under the floor slab to unclog excessive amounts of toilet paper affecting drains in the new ADA restrooms at the Southwest Lobby.

Adform Interiors installed toilet accessories in the new ADA Restrooms and prepared for the final inspection.

Modern Mechanical worked on Project BI-CTC 672 Building 1 Manufacturing projects.  Work summary:

  • Installed Laser cutter exhaust fan and wiring.
  • Installed conduits through room 141 and into room 139 passageways.
  • Installed MC wire circuits to office 139H and conference room139J.
  • Performed extensive layout and ERU placement coordination in room 139.
  • They will start all remaining work in room 139 once the semester ends.

Innovative Environmental was on campus doing additional wall cleaning and ductwork cleaning in Reflection Room 122.

Monday, 03/11/2024-Tuesday, 03/12/2024:

Perfectemp worked on the roof above Classroom 218, replacing two exhaust fans for the fume hoods in the science lab. They also replaced the chemical storage room’s rooftop motor.

Diversified Industries made final adjustments to AV upgrades in five 2nd floor classrooms.

Monday, 03/11/2024:

State Fire Marshal conducted our Fire and Life Safety Inspection of Building 2.

Tuesday, 03/12/2024:

Steve Longo, Adform Interiors, and Friar Architects were on campus for an ADA Restroom project meeting. The team worked on the final punch list items.

Steve Longo met with vanZelm and other engineers regarding upcoming Manufacturing projects in both buildings.

Thursday, 03/14/2024:

CTech Solar was on campus to swap out a failed solar inverter on the roof of Building 2.  There was no disruption to power.

 Friday, 03/15/2024:

CT Water was on campus to change out the water meter in the boiler room of Building 1.  We need to schedule a future date to change the three valves along with the water meter. This will require careful coordination with CT Water, Enfield PD, Enfield FD, Modern Mechanical and FM Global.

They will also work in Room 139 and classrooms to support further upcoming work in May for 139 HVAC and controls. The open space of 139, 139C, 139D will be affected and they will be working above the ceiling.

Steve Longo, Adform Interiors, and Friar Architects were on campus for the ADA Restroom project meeting.  They confirmed we will be ready for the re-opening of the new ADA restrooms on Monday, March 18th.

Wednesday, 02/28/2024:

Steven Longo and HF Lenz were on campus for CTC-661 (Heating for MAUs in the Welding Shop).  The team reviewed the draft Bid Documents and are waiting for HF Lenz to get back to us with answers to specific questions regarding the project.

Steve Longo, Bemis Associates and Modern Mechanical were on campus for the CTC- 672 – HVAC Upgrades in Rm 139.  This was an onsite kick off meeting to approve the work and submittals.  The team is also putting together a timeline for the project.

Hello everyone,

Around 11:00am, an accidental oil/coolant leak occurred from our Mazak 5-Axis CNC machine in room 428 of Building 2.  The approximate area affected was 30 X 30 sq ft and estimated to be about 40 gallons.  Our facilities crew quickly responded to the situation to minimize the spread of the coolant.  Manufacturing personnel assisted with the situation and are helping to get the area operational. Thank you to both our facilities crew and manufacturing personnel for their quick action.

We have a crew from Innovative Environmental arriving on site at 8:00pm tonight to complete the cleanup. They will be finished by 2:00am. There will be a crew on site in the morning to address any additional leakage from under the machine.  We hope to be operational in room 428 for classes tomorrow morning.

Hello Campus Community,

I am writing to notify you of a leak that occurred in Building 1 due to a pressure gauge break. The affected areas include the Nail Studio (210), Communications Lab (116), Radio Station, Storage Room (116E), and Freshwater Reflection Room (122).  The main corridor has been shut down, so clean-up can be performed. Modern Mechanical is arriving on campus momentarily, and Innovative Environmental will be responding as well.

After today’s initial clean up, work will continue in the affected areas. I will communicate further updates when they become available.

SPECIAL NOTES:

  • Today’s heavy rains from a particular direction allowed water to find its way in though areas not normally impacted. In addition to responding to these leaks, our Facilities staff is documenting each location to be able to investigate further. They are also monitoring the Auditorium and other areas that have been impacted by rising groundwater in the past. So far, those areas are unaffected.
  • Access the calendar for the rest of December here.
    • No Continuing Ed or Elms College Classes will be held Saturday, December 23 and Saturday, December 30. The building will be closed both days.

Modern Mechanical, CT Boiler and Seth Bader worked on the boiler system flushing project.  They added salt, circulated water, and bled and purged air. This past Saturday, 12/02/2023, ClearWater Industries completed some additional draining and flushing to remove additional sediment from the system. They also performed their final salt testing and confirmed the gallons of water in the heating system. They added glycol into the fresh water that we have been circulating for the past two weeks. All went well. As the water continues to mix and circulate, they will be out this week to sample and test the water to confirm the percentage of glycol mix and determine the level of freeze protection to our piping.

 Reminder:  Timesheet Coding for this Week

Update on Heating System:  

Cleaning chemicals were added to the heating system late Friday afternoon. The chemicals circulated through the system until Sunday. The contractor then flushed the system with fresh water while draining the old water into a tanker. A lot of sediment was purged from our piping. Clogged or closed valves were identified and cleared to permit water to flow through. We currently have freshwater circulating through the system and are continuing to filter and flush with fresh water.  Please see my email from earlier this morning for more detail.

Hello Asnuntuck students and employees,

Please read the information below about next week’s project.  This is additional information to the summary project email you received last Friday.

Because the middle section of Building 1 (our Main Building) will be a restricted area for the contractors working in the building, you need to be aware of the changes to our building entrances and parking for next week.  Please see the attached map for assistance.

  • The Main Entrance to Building 1’s Tower Lobby will be open, but access will be limited to the lobby, bookstore, the Conference Center, front lobby vending machines, and the 2nd Floor Glass Conference Room.
    • No access beyond theses spaces or through the building will be allowed.
    • Parking in the Northeast and Northwest parking lots on either side of the entrance circle will be best for access to the Main Entrance to Building 1.
  • If you have class or will be working in the Manufacturing Area of Building 1, there is a separate exterior door from the handicap parking spaces that will be marked and accessible, leading directly into Manufacturing’s office area and Classrooms 139A, C, & D, as well as to the Welding, Mechatronics, ElectroMechanical, and Machining Labs.
    • You will not be able to enter through the Southwest Building Entrance by the rear security desk. That lobby and everything past it will be within the restricted area.
    • Parking for this area will be in the Southwest Parking lot, adjacent to the entrance to Building 2 (Manufacturing Building).
    • There will be no access allowed from the Manufacturing areas into the rest of Building 1, and no access through the building to get to the Tower Lobby. To get to the bookstore, vending machines, or Conference Center, you will need to walk around the outside of the building to the entrance circle and to the Main Entrance.
  • If you have classes or will be working in Building 2 (Manufacturing Building), the main entrance to the Manufacturing Building is under the canopy and will be available to access the building.  The main entrance will be unlocked.
    • Parking will be immediately adjacent in the Southwest Parking Lot (right next to the Manufacturing Building).
    • There will be no access allowed through Building 1 to get to the Tower Lobby.
    • To get to the bookstore, vending machines, or Conference Center, you will need to walk around the outside of Building 1 to the entrance circle and to the Main Entrance.

Please be aware that Liberty Café will be closed all of Thanksgiving week.

Regular building access and parking will resume on Monday, November 27.

Hello Asnuntuck employees,

We are in the final planning stage of the preventative maintenance Boiler Project that will occur during Thanksgiving week. We are thankful this work could be done during a holiday week, when it will be less disruptive to our students, faculty, and staff.  As always, we want to provide the best educational experience possible, and this preventative maintenance will help facilitate that—where teaching and learning take place without concern for temperature or other facility issues.

Questions and Responses about the HVAC Project:

What is the status of the glycol in the pipes within the restricted area in Building 1 during the week of Thanksgiving  

On Friday afternoon, 11/17/2023, after 3:00pm, Clearwater Industries will arrive and begin adding cleaning chemicals to circulate in the heating pipes over the weekend.  This work will not affect the time we close the building on 11/17/2023.

Then, on Sunday morning, 11/19/2023, Clearwater Industries will bring a tanker to campus to drain the existing water-glycol mix and pipe-cleaning chemicals and simultaneously add fresh water to our system. New glycol will not be added to the system at that time. The system will then contain fresh water and sediment from our aging piping, and the sediment will be filtered out during Thanksgiving week.

Why will access to areas of Building 1 be restricted?   

Access is being restricted to avoid potential disruption and displacement of classes and offices because of the possibility of pipe leaks. With no occupants in these areas, contractors will be able to respond faster to repair piping and clean-up any fresh water, if leaks occur. The doors to classrooms and offices will be unlocked and open to facilitate continuous monitoring. These doors are typically locked for security purposes to limit access. We do not want students, employees, and community members to have open access to these offices and classrooms. Only authorized personnel will have access to inspect each restricted area for water leaks throughout each day.  Also, we ask that you clean your offices before Friday, 11/17/2023, so we can easily view the areas each day throughout the week.  Please secure all confidential documents. Do not leave any boxes on the floor.

Where will my classroom or workspace be located during Thanksgiving week?  

The plan is finalized, and on Monday/Tuesday, information will be shared with faculty, students, and staff on location details and accommodations for those choosing to be on campus that week. Each individual or group will receive a personalized email. We thank you for submitting your intention for working either remotely or on-campus that week. This has helped with the planning process.

An email was sent today, Friday, 11/10/2023, to our Asnuntuck students in preparation for the work being done. If you are an instructor and plan to teach on-campus that week, please contact your students with the details of your room assignments for Monday, 11/20/2023, and Tuesday, 11/21/2023, as soon as you receive them.

Will it be safe to be in Building 1 during Thanksgiving week?  

Details of the project plan, which was carefully developed by the project team with input from several groups on campus – as well as Safety Data Sheets and recommendations from our Consultant Industrial Hygienist at Atlas Testing Company – are attached here and are available on our website: Facilities Update – CT State Asnuntuck  Designated areas in Building 1, along with Building 2, will remain in normal operation and will be unaffected by the project work.

Will copiers and printers be available

Yes. The IT Department will make copiers/printers and enclave printers available during Thanksgiving week to be convenient and accessible to staff working in designated areas in both buildings.

Will Liberty Café be open Thanksgiving week

The Café may be open on Monday and Tuesday only. We are awaiting final confirmation from the Café. Information will be shared as soon as it is available. If the Café is open, please know that the Café will only be accessible from the main entrance of Building 1. Please note, you will not be able to walk through Building 1 to get to the Café, Manufacturing, or Building 2.

What building entrances will my employee ID card work on?

That week, the only exterior doors your employee ID card will give access to will be the main entrance of Building 1, the main entrance to Building 2, and an exterior door from the Southwest Parking Lot that leads directly into the cubicle area of Manufacturing Room 139. Your employee ID card will not open the employee entrance door by the Maintenance Office or the exterior door at the Southwest entrance because those are restricted areas.  Only Cosmetology student ID cards will work on the Southwest entrance on Monday, 11/20/2023, to access their class, which will be held in Room 144.

Is the college closed on Friday, Nov 24? 

There are no classes in session, and only a couple of employees are working remotely. Thus, the building will not be open.

Will the vending machines and restrooms be available in the Southwest Lobby during Thanksgiving week?

No. The Southwest Lobby, located toward the back of Building 1, will be a restricted area during Thanksgiving week. The vending machines are being temporarily moved and will not be accessible. Please plan to bring your own snacks and beverages.

 Pending Questions and Responses About the Glycol Project: 

What is the status of the glycol in the pipes within the restricted area in Building 1 during the week of Thanksgiving? 

Clearwater Industries will bring a tanker to campus to remove the current glycol and pipe-cleaning chemicals from our system on Sunday morning, 11/19/2023. At that time, Clearwater will simultaneously replace glycol with fresh water. New glycol will not be added to our system at that time. Our system will contain water and sediment from our aging piping, and the sediment will be filtered out during the week of Thanksgiving.

 Why will access to areas of Building 1 be restricted? 

Access is being restricted to avoid potential disruption and displacement of classes and offices in the event of a leak. With no occupants in these areas, contractors will be able to respond faster to patch and repair piping and clean-up any water, if leaks occur. Continuous monitoring for possible leaks in the pipes will occur for all offices and classrooms within the restricted areas in Building 1. Doors of classrooms and offices will be unlocked, and staff will go into every area of the building to check for leaks throughout the day. These areas are typically locked for security purposes and access must be limited.

Thursday, 10/12/2023:

Perfectemp installed two new isolation valves in room 144, the sprinkler room.  They also worked in room 210B– replaced 2 pumps and installed one isolation valve and one check valve.

Bartholomew Electric worked in the electrical closet of room 202A.  A power issue occurred in room 230, and the breaker would not reset.  They traced the problem back to a bad switch behind the water fountain and repaired it.

Steve Longo met with vendors to go over site logistics for Project BI-CTC 659: Temporary Make-up Air Units for Welding.  See dates in scheduled work for more information.

Hartford Sprinkler tested backflow preventers on the sprinkler systems.

Shaffer-Beacon Mechanical worked on the chiller in Building 2.  The chiller coils have been cleaned, and they are currently investigating a pin hole in one of the copper lines.

  • Classrooms 209, 223, 225, 222, 228, and 230 HVAC repairs: Modern Mechanical Systems is being awarded the contract for this work based on the bids submitted.  They have signed the contract, and the CSCU Facilities Office will be issuing a P.O. A meeting will be scheduled with the contractor to discuss timing.
  • Replacement of 2 coils in Main Chiller will occur in building 1.  We are waiting to hear from schedule from Shaffer Beacon and the Crane company.

Eversource and Bartholomew were on campus to address a power outage in Building 2.  A squirrel tripped the main fuse at the telephone pole.  Eversource arrived, replaced the fuse at the pole, and reset the transformer for Building 2.

Shaffer Beacon installed new chiller parts for Building 1.

Project BI-CTC 653 MEP upgrades in the AMTC Building 2 were discussed at a meeting with Steve Perry, Joe McCarthy, and Rick Culver on-site from vanZelm.  Also present was Herb May from Machi Engineers.

 Project BI-CTC 672 AMTC HVAC upgrades had a meeting with Steve Longo, Bemis Associates, and Nacho Casal from DAS. Scope of work includes:

  1. Design and install ducted system or hood to the outside for the plasma cutting in Manufacturing Shop (Room 142).
  2. Troubleshoot, balance, and remedy dust collection system (connected to three grinders) that has been causing excessive noise issue when running in Manufacturing Shop area (Room 142).
  3. Provide dehumidification for Rooms 139, 141A, 142, 142A, & 142B.
  4. Replace the 2 Mitsubishi split system units and controllers for Manufacturing Technology offices (Room 139) and classrooms.
  5. Integrate new Split System units with current SNE building system.
  6. Provide Energy Recovery Ventilators (ERV’s) in Manufacturing Technology offices (Room 139) and classrooms.

National Water Main Cleaning conducted the second part of the pipe cleaning and inspection process.   This included roof drains on the second floor. A completed report with recommendations is due in 2 weeks.

Hello everyone,

Over the weekend, we had severe rain in our area.  This morning, we found infiltration of rainwater in a few areas of the building, specifically the Lobby by Liberty Café and the auditorium.

Our maintenance team is inspecting both buildings and performing clean up.  Once we know more information, I will share it with the campus community.

Hello Campus Community,

Warmer days are upon us.  This communication is to inform you that Shaffer Beacon Mechanical has been on our campus this week to begin the process of getting our chillers working in both buildings:

  • Building 2’s combination heating and air conditioning system was at 144.2 degrees today, and it needs to cool down more before the chiller can be started, tested, and serviced for the start of the season.
  • Building 1’s system has two pin holes in the coil, and Shaffer Beacon will be replacing it once the new coil arrives in 3-4 weeks.  They expect to temporarily patch the holes to get the unit operational at a reduced capacity until the new coil arrives.
  • Preventive maintenance on both units will also be performed over the next weeks to ensure proper functionality.

Tomorrow looks like it will be another unseasonably warm day. Next week, we will have temperatures with 40 degrees overnight and 50 degrees during the day, so we will be challenged with extreme temperature swings. Our different systems will work to maintain temperatures as best as possible throughout these days.  We appreciate everyone’s understanding that there are limitations to our systems during the change of seasons, and our Facilities team will continue to do all they can to support us.  More updates to come on Monday about our systems.

CTC-416 Underground Water infiltration Project: A PO was approved for National Water Main Cleaning Co. to perform jet/scope piping between the two buildings.  Garg Engineering will be on site to guide and observe National Water Main Cleaning Co.  They will then complete the investigation and evaluation to recommend the needed fixes underground.

 Pending Work:

  • Replacement Make-up Air Units for Welding: DAS is in the process of assigning a project manager and HVAC contractor.
  • Manufacturing offices/classrooms (139) Energy Recovery Unit (ERU) and replacement of Mitsubishi units and controller: DAS is in the process of assigning a project manager and HVAC contractor.
  • Room 142 (in Manufacturing) new exhaust system for the plasma printer: DAS is in the process of assigning a project manager and HVAC contractor.

Shaffer Beacon worked in room 125 to install a new pressure switch.

Project BI-CTC 653 for Manufacturing had a kick-off meeting with VanZelm.  This project includes several items under pending work: Boiler exhaust in building 2; a split system in 420 Additive Manufacturing; 2-way communication and remote door release for the building 2 main door; ADA door openers for the building 2 main door; gas detection system for welding, science, and the boiler rooms; loading dock regrading for AMTC, and power and grounding work for building 2.

Sonitrol was on campus to demonstrate and test the lockdown feature in the Welding lab.

Thursday, 03/30/2023:

Automated Logic conducted a training and then did troubleshooting on specific control issues.

Friday, 03/31/2023:

A meeting occurred about the fan coil replacement on the second floor in 209, 223, 225, 222, 228, and 230.  A multiple contractor walk-through started in room 216.  Bids will now be submitted by the contractors.

Hello everyone,

This email is to provide you with information on a repair that was performed in the Welding lab between yesterday and today.

A part was needed for the control system in one of our exhaust fans (in room 142D) because the fan was turning off periodically.  The part was overnighted and installed by Shaffer Beacon.  vanZelm was on campus today with Automated Logic to work on the controls of the system.  An override control switch was installed, so the fan is operational.  Automated Logic will be back on campus Monday to work on the controls, so that the override switch will not be necessary.

The Welding students have not been affected in their program.  A thank you to Mark Erickson, Mike Kunze, and the Welding team for working on the issues immediately and keeping our students on course.  More information will be shared next week.

Shaffer Beacon was on campus to repair a leak in room 125.  They replaced the drip pan sensor on the unit in room 128 and began working on an air handling unit in room 166.  They also worked on Boiler 2 in Building 2.  Shaffer Beacon will need to follow up next week on AHU-1A in room 166.

Bartholomew Electric was on campus to trace out the circuit for an air handling unit in room 166.

Project meeting occurred with Steve Longo, Steve Westerberg, Michael Grossane, Michael Pfarr, Joe Muller, and Fred DiMauro for a design scope meeting for BI-CTC 660.  This project will re-evaluate and update the campus main building’s mechanical, electrical, plumbing, and fire protection (MEP) systems and their current functionality, efficiency, and life expectancy, as well as provide recommendations on any negative findings or deficiencies. Past evaluations along with this evaluation will be summed into a current and updated, detailed report on all systems.

 Friday, 03/10/2023:

Total Pest Control performed monthly pest control services.

Diversified worked on the technology in room 223.

Shaffer Beacon completed work:

  • Room 125: The pneumatics and heating unit had work performed for functionality.  A new pneumatic switch has been ordered for installation at a later time.
  • Boiler room: A pneumatic switch was replaced.
  • Room 130: The mounting bracket and heating unit operation was checked. A heating coil will be ordered for replacement in the future for a unit.

Today, we shut down boiler #1 because heating water was found dripping from the drain pan and into the floor drain.  Boiler #2 is operational and will be able to support our campus at this time.  We have reached out to a third-party boiler inspector to assess the situation.  I will update you when we have more information.

Tuesday, 01/31/2023:

Calvert Locksmith replaced the doorknobs and locks in rooms 112C and 122.

Friar Associates met with Joe Muller to discuss the ADA restroom project (see facilities email from 01/30/2023 for specifics).

Woodcock Refrigeration repaired the cooler in the café.

Perfectemp replaced the motor in the fume hood in 146.  They also replaced all belts and left spare belts in the cabinets.

Air Temp met with Gerald Cotter to check boiler one for glycol discharge.

Shaffer Beacon inspected MAU-1 and HMI board in room 142B.  All was working fine.

Tuesday, 01/31/2023:

Calvert Locksmith will work on the knobs and locks in rooms 112 and 122.

Friar Associates will be on campus to meet with Joe Muller to discuss the ADA restroom project (BI-CTC 649 ADA project).

Woodcock Refrigeration will be repairing the cooler in the café.

 Thursday, 02/02/2023:

BCI will be on campus to install blinds in room 112B.

 Friday, 02/03/2023:

 Total Pest will be on campus for their monthly pest control contract in both buildings.

Pending Work:

  • Welding Lab (138) funding is in place for the lockdown security hardware. PO is being issued and confirming availability of parts for work to hopefully be installed in February.
  • Manufacturing offices/classrooms (139) Energy Recovery Unit (ERU) and replacement of Mitsubishi units and controller are on hold pending new HVAC contractor.
  • Room 142 (in Manufacturing) new exhaust system for the plasma printer is on hold pending new HVAC contractor.
  • Additional work will be scheduled for spring break in room 216. HVAC Contractor TBD.
  • Classrooms 209, 223, 225, 222, 228, and 230 will have work scheduled during the Spring semester.  HVAC Contractor TBD
  • CT Water will need to replace the water meter in Area #2.  Date TBD.

Completed Work (01/23/2023-01/27/2023):

Monday, 01/23/2023- Friday, 01/27/2023:

Innovative Environmental worked in Room 122 to install the cove base. Additional work was completed: the room was painted, ceiling tiles were installed, HVAC and pipe insulation was replaced, electric and IT wall plates were installed, and the room was cleaned.  The radio station hall had three ceiling tiles replaced.

On Tuesday and Wednesday, Air Temp worked in the boiler room and throughout campus to resolve air bubbles from the installation of the heat exchangers.  On Wednesday-Friday, they completed sheet metal work and installed the exhaust fan and new damper in the boiler room.

 Monday, 01/23/2023:

 Bartholomew Electric moved the fire annunciator from the new business office location.

Thomas Duff, Fire Marshall, was on campus to meet with Keith Madore about a liquor permit for an event.

Otis Elevator worked on the programming of the phone in the elevator and determined that the dialer is an issue.  A new dialer in on order.

 Don LePage from TRC and Matthew Harrington from US Environmental checked the gas detection system and discussed the alerts system.

Friday, 01/27/2023:

Bartholomew Electric added dedicated electrical outlets to the Cosmetology Suite and worked on lighting irregularities in the Science Labs.

Saturday, 01/28/2023:

Shaffer Beacon Mechanical worked to resolve air bubbles in the HVAC system in the front hallway offices and storage sides of the gym.

Innovative Environmental will continue reconstruction of the Quiet Reflection Room (122), Communications Lab (116), Mechanical room (210E), and adjacent areas affected by the 12/18/2022 heating water spill.

 Tuesday, 01/17/2023:

 Diversified will be installing cables in rooms 144, 206, and 222.

 Wednesday, 01/18/2023:

Conklin Office will be delivering the new podium for the conference center.

Friday, 01/20/2023:

Sonitrol will review new locations for the security camera project.

 Pending Work:

  • Welding Lab (138) funding is in place for the lockdown security hardware. PO is being issued and confirming availability of parts for work to hopefully be installed in February.
  • Manufacturing offices/classrooms (139) Energy Recovery Unit (ERU) and replacement of Mitsubishi units and controller are on hold pending new HVAC contractor.
  • Room 142 (in Manufacturing) new exhaust system for the plasma printer is on hold pending new HVAC contractor.

Air Temp continued to work on the boilers and exhaust fan within the boiler room.

Innovative Environmental continued reconstruction of the Quiet Reflection Room (122), Communications Lab (116), Nails classroom (210), Mechanical room (210E), and adjacent areas affected by the 12/18/2022 heating water spill.

Monday, 01/09/2023:

 James O’Toole from FM Global completed his inspections of boilers and water heaters.  He will complete a follow-up visit once Boiler 1 is complete.

 Tuesday, 01/10/2023:

Automated Logic investigated the communication for the exhaust fans in the small Welding lab.  An update was needed for the existing BACnet interface board.

 Wednesday, 01/11/2023:

 Shaffer Beacon Mechanical installed a manual switch for the exhaust fan in the back of the small Welding lab.

Encore Fire Protection inspected the fire suppression system in room 420 of Building 2.

Diversified completed technology work in the classrooms.

CT Solar inspected the solar panels and inverters on both buildings, and they are functioning properly.

TRC was in room 142 (Small Welding lab) to move the gas detection system from room 138 (Large Welding lab).

 Thursday, 01/12/2023:

Air Temp Mechanical worked on the ventilation unit in 216, so it is operational for the start of the semester.

Bartholomew Electric worked on the salon outlets and looked at the water heater in room 202A.

Innovative Environmental completed the ultraviolet scan of the restroom near Room 144.  A small hole was found in the cast iron pipe and will be repaired or capped.

Friday, 01/13/2023:

Innovative Environmental moved the furniture back into the new business office location.

NorConn Roofing conducted roof and conduit inspections.

TRC was in room 142 (Small Welding lab) to program the gas detection system.

Updates for 1/11/2023 

Hello Campus Community,

This afternoon, offices in the front hallway reported to maintenance a rubbing alcohol-type odor.  Innovative Environmental and our maintenance team investigated the spaces, as well as the mechanical room on the 2nd floor that serves the area.  The odor was determined to most likely be from floor polish applied to the new floor in the former Information Desk.  An air scrubber and several fans were deployed to the area, and they will continue to monitor the areas tomorrow.

A second call was received about a strange smell in the south corridor near the science labs.  The situation was investigated and determined to be from recently washed floors.  The area will be checked again tomorrow.

Air Temp has worked on the boilers and exhaust fan within the boiler room.  The two defective heat exchangers have been removed from boiler #1.  Installation of the new heat exchangers has begun.

Wednesday, 01/04/2023:

 Sonitrol worked on alarm issues at the security panel in the main lobby and security desk areas.

Shaffer Beacon completed the following work for the small Welding Lab: Rooftop Unit 1 (RTU-1) exhaust ducts were extended above the top of the unit; a new board and controller were installed in Makeup Air Unit 4 (MAU-4); and the exhaust fan bearings were greased.  

Thursday, 01/05/2023:

Innovative Environmental prepared library and new Business Office location for BCI Flooring installation on Friday and Saturday.

Friday, 01/06/2023:

CT Water was on campus to change the water meter.  Area 1 was completed (Room 123 and the West side of the building, which includes rooms 146, 148, 144, and 139; restrooms by the Library and Southwest Lobby on the first floor and the corresponding restrooms on the second floor), but water leaked from a urinal on the second floor, and the water had to be cleaned up.  Innovative Environmental brought in fans for drying.  CT Water deemed that Area #3 (building 2) does not need meter replacement at this time.

Friday. 01/06/2023-Saturday, 01/07/2023:

BCI Flooring removed the carpeting from the new Business Office location on Friday, 01/06/2023.  They then repaired the Library flooring and installed new tile in the new Business Office location on Saturday.

Updates for 1/6/2023 

Hello Everyone,

Two important updates to share with you:

  1. CT Water was onsite today to assess and replace water meters.
    • Area 1 is complete (Room 123 and the West side of the building, which includes rooms 146, 148, 144, and 139; restrooms by the Library and Southwest Lobby on the first floor and the corresponding restrooms on the second floor). After testing and replacement of the meter, one of the second-floor urinals overflowed when the system was turned back on. It leaked from the second-floor men’s bathroom to the first-floor women’s bathroom directly below it. Staff cleaned up the water and called Innovative Environmental to ensure all moisture was removed.  The women’s bathroom by Cosmetology and the corresponding men’s bathroom above will be kept out of service until ready.
    • Area 2 (Boiler room and the East side of the building, which includes rooms 153, 228; restrooms by the elevator and CEO Suite, and the corresponding restrooms on the second floor, plus the Conference Center restrooms) will be rescheduled to a later date.  The work necessitates the water being shut off at the road before the meter is replaced.
    • Area 3 (Building 2) does not need replacing according to the contractor.
  2. The Connecticut Association of Schools (CAS) will be holding an Elementary Leadership Conference at ACC on Monday, 01/09/2023, from 8:30am-1:00pm.  Please be aware that 224 fourth to sixth grade students along with 36 advisors and 17 presenters will be on campus.  We will have 24 buses dropping off between 8:00am and 9:00am and then picking up around 1:00pm (but busses will start to arrive around 12:00pm).  Associate Dean Dawn Bryden and Evan Leslie will be available if questions arise.

Updates for 1/5/2023 (3:55PM)

Hello Everyone,

ACC will open at 9:00am on Friday, 01/06/2023 to allow CT Water to replace all water meters on campus.  CT Water is required by Public Utilities Regulatory Authority (PURA) regulations to remove and test water meters every 16 years to ensure accuracy and reliability.

The work will start in room 123, then move to the boiler room, followed by building 2.  Water in our buildings will be turned off in the following three areas at different times before 9:00am to accommodate this work, so we are delaying the opening of the campus.

  • Area 1:  Room 123 – Affects West side of the building (i.e., rooms 146, 148, 144 and 139; restrooms by the Library and Southwest Lobby on the first floor and the corresponding restrooms on the second floor).
  • Area 2:  Boiler Room – Affects East side of the building (i.e., rooms 153, 228; restrooms by the elevator and CEO Suite and the corresponding restrooms on the second floor, plus the Conference Center restrooms).
  • Area 3:  Affects all of building 2 including the restrooms.

If you are scheduled to work before 9:00am on Friday, please use LWWTR on your timesheet for the time missed.

We have additional fans in place to help the odor quickly dissipate.  The heating water is a 70% water:30% glycol mix, which prevents freezing of our pipes during the winter.

Updates for 1/4/2023

Hello Campus Community,

Please see two below updates about work being done on our campus:

  1. As part of the planned work on boiler #1 today, Air Temp is draining heating water out of the boiler to allow them to open the boiler and replace two large heat exchangers.  We are exhausting air from the boiler room to the outside, but the water is creating an odor in the corridor around the boiler room.   • Funding for the Welding Lab (138) lockdown security hardware is being transferred to the ACC budget.  Once complete, a PO will be released, and Sonitrol will be scheduled.
  • Once the HVAC contractor is finalized, the Manufacturing offices/classrooms (139) will have a new Energy Recovery Unit (ERU) installed, the Mitsubishi units replaced, and new controls integrated. Contractor TBD.
  • Room 142 in Manufacturing will have the new exhaust system for the plasma printer completed once our HVAC contractor is finalized. Contractor TBD.
  • Classroom 216 will have the existing fan coil unit rebuilt for classes to start on January 20.  HVAC Contractor TBD.

Two new heat exchangers were delivered for Boiler #1. Air Temp worked on the boilers and exhaust fan within the boiler room.

Wednesday, 12/28/2022:

Heat exchangers were moved into the building.

OneAtlas performed environmental air testing and surface inspections in the Freshwater Reflection Room and other areas affected by the heating water spill on 12/18/2022.

Thursday, 12/29/2022-Friday, 12/30/2022:

Raw lab results were received from OneAtlas for surface and air testing in the areas affected by the heating water spill (rooms 210E, 210, 116, 116E, and 122).

Sonitrol troubleshooted and tested the zone alarms and devices throughout the campus.

  • Maintenance will confirm date with Manufacturing for air filters replacement in Building 2; this will complete quarterly filter changes, for this period, in both buildings.
  • Funding for the Welding Lab (138) lockdown security hardware is being transferred to the ACC budget.  Once complete, a PO will be released, and Sonitrol will be scheduled.
  • Once the HVAC contractor is finalized, the Manufacturing offices/classrooms (139) will have a new Energy Recovery Unit (ERU) installed, the Mitsubishi units replaced, and new controls integrated. Contractor TBD.
  • Room 142 in Manufacturing will have the new exhaust system for the plasma printer completed once our HVAC contractor is finalized. Contractor TBD.
  • Classroom 216 will have the existing fan coil unit rebuilt for classes to start on January 20.  Contractor TBD.
  • Classrooms 209, 223, 225, 222, 228, and 230 will have work scheduled.  Contractor TBD.

Completed Work (12/18/2022-12/25/2022):

Sunday, 12/18/2022:

1200 gallons of glycol were added to the heating system.  Work to purge the system and keep the water flowing to properly heat spaces has continued.

A heating water spill occurred when a valve in Mechanical Rom 210B was left open by Air Temp.  Cleanup of the affected areas on both floors began immediately by Innovative Environmental Services.

Tuesday, 12/20/2022:

Shaffer Beacon Mechanical and vanZelm Engineering continued their investigation and repairs on the Welding Lab rooftop equipment.

Wednesday, 12/21/2022:

Air Temp made repairs on the pumps in the boiler room.

Paperwork was filed with the State of CT for replacing MAU-1 and MAU-2 for the Welding Labs and for launching a building-wide evaluation of all plumbing, heating, ventilating, air condition, electrical, and fire protection systems.

Thursday, 12/22/2022:

Air pockets were removed from the Center (157B and 157C) and CE Office to restore heat.

This is the first of what will be weekly communications to the Asnuntuck community to share the latest information on facilities improvements.

Reporting Problems:

In an effort to be responsive and provide immediate attention to concerns as they arise, immediately follow these steps if you experience any facility concerns, odors, or disruptions:

  1. Contact security (dial “0” on a campus phone)
  2. Contact your dean, the CEO, or a member of the campus leadership
  3. Notify maintenance by sending an email to: AS-Maint-Request@acc.commnet.edu). This email address sends a message to eight different maintenance department members, including the maintenance supervisor.  It is a ticketing system that provides documentation for all maintenance services.

Updates for 12/12/2022-12/18/2022:

Scheduled Work:

  • Innovative Environmental will continue to work in areas of the campus (210, 210E, 116, 116E, 122, and R2.2) from the 12/18/2022 heating water spill (See email dated 12/18/2022).
  • The project team will continue to identify the extent of repairs needed on each piece of equipment, and other options and contingencies for the Welding Lab.  Specifics to follow after project team meeting.
  • Rebuilding existing fan coil units in Classroom 216 will be completed in the next two to three weeks.  The date will be communicated once finalized.

Completed Work:

  • Thursday, 12/08/2022:

Shaffer Beacon Mechanical performed pressure testing on the rooftop gas piping that serves the HVAC equipment for both Welding Labs to check the integrity of the new gas piping. No leaks were found. An independent consultant, vanZelm Engineers, observed the pressure testing and documented that the process was done in compliance with life safety codes.

  • Friday 12/09/2022:

The representative from the distributer of the rooftop equipment inspected and approved installation of the new parts that had arrived the prior week. The representative was satisfied with the operation of the Make-up Air Units (MAUs). vanZelm and Air Temp continued to test and troubleshoot some irregularities with the rooftop equipment. An environmental engineering consultant, TRC, brought someone from US Environmental Testing, who set up a gas detector / recorder to monitor for carbon monoxide and gas levels. The unit was positioned in the large Welding Lab and was periodically moved over the weekend to monitor the performance of different equipment and locations.

  • Saturday 12/10/2022:

vanZelm continued to troubleshoot and monitor.

  • Monday 12/12/2022:

vanZelm shared a draft of their report on activities and observations completed over the past few days. We are currently awaiting their final report. Technicians worked on Rooftop Unit 1 (RTU-1). Shaffer Beacon and vanZelm looked more aggressively inside MAU 1 & 2.

  • Tuesday, 12/13/2022:

Shaffer Beacon installed an igniter in RTU-1. The project team (project manager Gerald Cotter, Fred DiMauro, Joe Muller, Mark Erickson, and Rich from Air Temp) held their weekly meeting to review status of several HVAC projects in other areas of Manufacturing and in the rest of the main building and planned for this weekend’s addition of glycol to the heating system.

  • Wednesday, 12/14/2022:

Shaffer inspected MAU-3 for the small Welding shop, while vanZelm continued testing MAU-1 & 2. Gerald Cotter and Fred DiMauro met with the president and project manager from Air Temp to urge them again for a letter of apology, and a written response from the distributer’s rep regarding his visit last week. The project manager and Fred DiMauro met with the principals from Shaffer Beacon and received more information and questions for vanZelm and strategized on current issues with each piece of equipment.

  • Thursday, 12/15/2022:

Shaffer Beacon brought in an air balancing company and began to record existing air flows. Gerald and Fred met with Joe McCarthy from vanZelm to review issues to date and to discuss options and timetables for obtaining booths for our students and instructors. Gerald and Fred met with Keith Epstein and another project manager, Steve Longo, to discuss the state procurement process if the existing MAUs need to be replaced.

Asnuntuck Community College and CT State Community College are committed to health, safety and educational success of students and working environment for our faculty and staff.

We respect their right to rally together to demand greater investment in our facilities and an end to disruptions to teaching and learning. This underscores the need for additional state investment in our facilities at Asnuntuck and across the CSCU system, and we will fight hard for that this legislative session.

We will continue to share updates with our community as we strive to improve the physical environment on campus, particularly the HVAC system, which is the heating and cooling system for the building.

Over the past two years, the college, in partnership with outside vendors and local fire officials, has conducted multiple air quality tests across the campus. There is no current health or safety risk. Out of an abundance of caution, we have invested approximately $2 million in the past correcting mold and mildew issues within the HVAC system. There is currently $700,000 of additional equipment on order, with another $300,000 investment planned to resolve issues in the boiler room and gas odors in the welding lab.

There have been open forums and communications to the student body and to individuals particularly impacted by recent disruptions due to gas leaks.

Most recently, on Monday, December 5, make-up air units on the roof of our welding labs were tested.  The units had been repaired last week, and a technician from the manufacturer of the units was performing an inspection.  While the units were being tested, the fire alarm was activated at 1:15PM due to a gas odor in the building.  The exhaust fans in the welding labs were not turned on by the vendor at the time.  The building was quickly evacuated, and the fire department responded to the campus.  We were given an “All Clear” at 1:45PM by the Enfield Fire Chief.  On 11/18/22, the Welding Labs were evacuated due to gas odor. A leak was identified and repaired immediately. The fire department responded to the 911, and they inspected the Welding Labs and gas piping on the roof.  No leaks were found at that time. The gas line to the rooftop unit, which was responsible for the gas odor, has been turned off and will remain off while the building is occupied until the deficiency is found and corrected.

An All-College meeting was held on Monday, December 12 at 3:30 PM in the Conference Center at Asnuntuck where Asnuntuck, CT State and CSCU leadership demonstrated support, provided updates and answered questions.
